Rishi Sunak is reshuffling his top team, with Grant Shapps succeeding Ben Wallace as defence secretary and Claire Coutinho entering cabinet as energy secretary.

The appointment of Claire Coutinho has been"well received" among people familiar with the Conservative Party and it has been viewed as a"solid appointment", deputy editor of Conservative Home Henry Hill has said.

Asked about the decision to make Grant Shapps defence secretary, Mr Hill said he was"slightly" surprised by the appointment. "I will work with the prime minister to safeguard our energy security, reduce bills for families, and build cleaner, cheaper, homegrown energy." Although she was a member of the Conservative Environment Network before she entered government, the MP-tracking website They Work For You states that she has"generally voted against measures to prevent climate change".

As an MP in a county affected by ULEZ, Ms Coutinho wrote of her"deep disappointment" that a legal challenge to stop the expansion failed.
