If your attic has an overhead clearance of two feet or more, CPS won't pay a rebate unless the existing insulation has an R-Value of 14 or lower and the new insulation is R-38 or higher.

CPS says it will consult Bexar County property tax records to verify the square footage you list on your rebate application. It might even send over an inspector to eyeball your attic.
Oh, yes. Along with a rebate application, you have to submit an itemized, dated receipt or invoice showing how much insulation you installed, what kind, the R-Values of both the old and new insulation — and how much money you spent.
