I would wager the people getting these free charging plans are not using them exclusively or for an extended period of time. If I were a driver of one of these vehicles I would leverage the free charging as a top off and not the main source of charge. Just curious how you know the demographics of who is using the ev chargers. Is it from interviewing customers or data collected from charging stations?
