City officials were fined thousands of dollars in connection to electric vehicle chargers. Here's why they won't pay it.

Antoinette Johnson waited about 30 minutes to get an electric vehicle fast charger in South Philadelphia, Monday morning. Some of those people charging were city workers from the Department of Licenses and Inspections.
