The White House issued a veto threat Tuesday against H.R. 4394, one of House Republicans's funding bills for the coming fiscal year.

President Joe Biden signed a 45-day continuing resolution keeping the government open through mid-November. But the stopgap did not resolve a larger rift between Democrats and the Republican-led House, where Speaker Kevin McCarthy is setting fiscal 2024 spending levels below those agreed upon in his debt ceiling agreement with Biden. White House officials had previously chastised Republican lawmakers for the shift, rhetoric that the administration continued in Tuesday's missive.

Furthermore, the administration claimed that three sections of the bill could violate the Constitution"by conditioning the executive's authority to reprogram funds on receiving the approval of the House and Senate Committees on Appropriations."
