MONTREAL—There’s no lack of significant policy differences between the two leading contenders for the leadership of the federal Conservative party. But on the need for a radical shift in Canada’s climate change policy, they are on the same page.

Charest has presented the outline of an alternative plan to meet Canada’s emission reductions commitments under the Paris agreement and to achieve a net-zero carbon economy by 2050. The devil would be in the details. For instance, a Charest-led federal government would seek to accelerate the major energy infrastructure projects it would deem to be in the national interest. It would also cover the cost of any litigation that came the way of the promoters of such undertakings.

Little more than a year ago, a majority of the delegates to the party’s last national convention refused to endorse a resolution to affirm that the issue of climate change needed to be addressed. For many, the Conservative party’s determination to turn back the clock to a more resource-development-friendly regimen came across as a sign of a lack of commitment to a serious climate policy.
