Why does the Energy Department have anything to say about the origins of COVID-19?

Who invited that department to the party and why did it accept the invitation? I was hoping the department would spend its budgeted funds on energy research about needs projections, resources, and distribution in the United States as influenced in the global economy. I must have missed something.
