Wonderful news. Over 70% of New Yorkers want horse-drawn carriages banned, so the industry should rush to accept this offer while they have the chance.
No amount of regulation can make the operation of horse-drawn carriages humane or safe in NYC. Horses are pray animals. When they spook and bolt, they become weapons. NYC has no pasture, so the horses have no place to graze and interact physically, as herd animals do.
Mad Max style vehicles would be the real money maker.
