A final proposal detailing the future of the Eklutna Hydroelectric Project was sent to the desk of Gov. Mike Dunleavy this week, according to Chugach Electric officials.

The program, which wrapped up a five-year study by both Chugach Electric and Matanuska Electric Association, laid out plans to protect river and wildlife habitat downstream of the dam. The Eklutna River has been largely dry since the reconstruction of the dam in the 1950s. The governor has until October to make a final decision, but there will be a total of 90 days to allow for the signatories of abetween the companies and the state, as well as the public, to voice any concerns they might have.

The issue of control over the Eklutna Lake dam has been a contentious one between the Anchorage Assembly and Mayor Dave Bronson’s administration. Assembly leadership has publicly stated their opposition to the program, although the municipality will not have a say in the final decision due to its representation going away when Municipal Light & Power was acquired by Chugach Electric in October 2020.

The project produces about 44% of MEA’s renewable generation and 25% of Chugach Electric’s renewable energy portfolio, according to the project’s Draft Fish and Wildlife Program. Eklutna Lake is the source of The draft program was a requirement by the federal government in the 1990s to address concerns, at the time, raised about the project’s impacts on fish and wildlife.
