According to library officials, the tower is part of a greater and expansive network of other towers from Canada to Argentina, that tracks bird migration and movement.
After the Black River Audubon Society Board approved pursuing the project, Swindel reached out to library officials to ask if they would be interested in allowing a tower to be installed.
