The Arctic is hit the hardest, with estimates that it is warming three times as fast as the rest of the world, leaving the risk that by the middle of this century most marine regions in the Canadian North will be ice-free for at least a month at a time.

The problem isn't the small amount of carbon Canada produces but the huge amount countries like China and India produce. Cut their rates and change will happen. What we are doing is like pouring a bucket of water on a grass fire that started beside the major forest fire!
