Fires are a natural element of the California ecosystem. It's a wake up call that poor infrastructure management can result in screwing your stakeholders.

'The risks of ill-maintained fire-causing infrastructure' is really what you should write. Fires in california are really not new. 'Emergency' the TV show from 49 years ago showed them.
