Governor of Tokyo Yuriko Koike has encouraged the city’s residents to wear turtleneck sweaters in order to stay warm and cut their energy use. “Warming the neck has a thermal effect. I’m wearing a turtleneck myself and wearing a scarf also keeps you warm.

This will save electricity,” Ms Koike said.
