, Ms Truss was finalising her strategy to freeze bills at the current price cap of £1,971 for the average household, in order to avoid the cap rising to £3,549 in October.

However, this level of borrowing is likely to at least double if the plan is extended to cover further rises in the energy price cap in the spring and summer of 2023, by which time forecasters predict thatThe cash is likely to be handed directly to energy suppliers in the form of a loan, and then passed on via household bill discounts that will keep energy prices at the current level.

Another Government official added that Ms Truss and Mr Kwarteng had been in “almost constant contact” over the past few weeks discussing what plan the new administration will put in place to help ease the cost of energy bills.
