In the Uk they don’t mention building on flood planes, building houses on green belts which were natural drain off areas and not dredging rivers to protect algae.
One of the reasons these rains have impacted so heavily on Sydney is because of intense/dense building in past years which has interfered with natural runoff pathways. I remember listening to an interview done with some hydrologist on this subject. Their Dam needs raising too.
