Cusi was among those expelled from the party in early July amid the growing rift between his faction and that of PDP-Laban's former acting president Sen. Manny Pacquiao.
Some 10,000 PDP-Laban members supposedly signed a manifesto against him and other officials, according to a statement by PDP-Laban executive-director Ron Munsayac.
