One of the state legislature’s big negotiating pieces this year might be over the Pennsylvania Energy Development Authority , a previously somewhat obscure state board positioned to handle billions of dollars in federal incentives for energy infrastructure.

The House Consumer Protection, Technology, and Utilities Committee held a hearing Monday on House Democrats’ bill to overhaul PEDA and expand the financial mechanisms it can use.
