House Bill No. 10306 was among the bills that lapsed into law, based on the list Zubiri shared with reporters.The law authorizes MORE to operate in the City of Passi, and in the municipalities of Alimodian, Leganes, Leon, New Lucena, Pavia, San Miguel, Santa Barbara, Zarraga, Anilao, Banate, Barotac Nuevo, Dingle, Duenas, Dumangas, and San Enrique.
