City officials say the changes could hold down, but probably not eliminate, future rate hikes for electric and gas customers. Most of CPS' revenue surpluses — when its payments to the city are larger than forecast — will go back to the city-owned utility.

The payment makes up about 26% of the city's $1.6 billion general fund, which pays for services such as police and fire protection, street repairs, sidewalks, libraries, senior centers and drainage projects.

About 80% of future windfalls will go back to the utility to spend on “resiliency and reliability projects,” city staff said. The remaining 20% will go into San Antonio’s Resiliency, Energy Efficiency and Sustainability Fund.

San Antonio council members want faster progress on reining in vicious dogs Already this year, CPS revenue collections are $18.5 million ahead of budget, largely the result of spot market sales. By Sept. 30, the end of the fiscal year, the city expects that to increase to $19.4 million.
